Contrast and transition between city and countryside: how to manage the urban expansion with urban agriculture

( Le Havre, Seine Maritime, France)

 

The city of Le Havre, located in the Seine River's estuary is one of the six major development areas in France. In the last few years,the government made a commitment on big project developments in this area . The building heritage is just starting to be recognised ( the city centre is classified as “UNESCO's heritage”) and there is now a new project for the harbour, allowing new development perspectives ( Harbour 2000).

In this context of growth it is appropriate to consider a sustainable development for the city and all of Le Havre's metropolitan area.

 

Like in all middle sized and large cities, there is a natural tendency for urban sprawl.

I propose through this work on the north west hill, to initiate a reflection about what should be the quality of the city's boundary. This work should support and strengthen the coherency of urban renewal planning (as required by French law).

 

A site plan came out of this research to illustrate the urban thought. This area has a story, a location and forecast needs: 1000 living units, a medical centre and tram access.The objective is to organise this urban boundary with those needs, along with a positive exchange between country and town environments. These two entities were considered antagonistic for a long time; the project proposes to organise this transition through a landscaping perspective .

 

Urban agriculture becomes a tool which enables the project managers to raise a unifying structure within the fabric of a motley and chaotic suburb. This method of planning aims to raise peri-urban agriculture viability in terms of space, economy and social criteria. It also creates a new trend by offering new activities in suburban areas.

 

The objective is to offer the countryside to the citizens and the city-side to the country without loosing any of them.
